City Manager

The City Manager, Nolan Sunderman, serves as the City's chief executive officer and is responsible for providing professional leadership in the administration and implementation of all City operations and the policies, goals and vision set forth by the Mayor and the City Council. The City Manager's Office consists of Administration, the City Clerk's Office, Human Resources and Legal.

The Deputy City Manager supervises Municipal Court, Human Resources, and the City Clerk's Office. Stephen Powell, Deputy City Manager has been designated the City's ADA Coordinator. The ADA Coordinator is assigned the duties and responsibilities of maintaining documentation and procedures for this policy and working with other City staff on issues related to implementation of ADA requirements.

City Manager Nolan Sunderman
Nolan Sunderman joined the staff at the City of Shawnee as Assistant City Manager in June 2016. In 2018, Mr. Sunderman was promoted to City Manager. Nolan has been in local government for over eleven years. He started his municipal career at the City of Republic, Missouri. In 2007, Nolan started working for the City of Lansing, Kansas, as the Economic Development/Convention & Visitors Bureau Director. In 2014, he went to the City of Prairie Village, Kansas, where he served as the Assistant to the City Administrator. 

Mr. Sunderman holds a Bachelor of Science Degree in Political Science and Master’s Degree in Public Administration from Missouri State University. He is an active member in numerous professional organizations including the International City/County Management Association and the Kansas Association of City/County Management. Nolan is also a graduate of the Certified Public Manager program through the University of Kansas Public Management Center.
Deputy City Manager Stephen Powell

Stephen Powell joined the staff at the City of Shawnee as a Right-of-Way Technician for the Public Works Department on June 17, 2002. He was subsequently promoted to Deputy City Clerk in 2006 and to City Clerk on February 9, 2009. He served as Clerk of the Board/Chief of Staff for the Board of County Commissioners and County Manager in Johnson County, Kansas from November 2010 to November 2012. He rejoined the City of Shawnee as the Court Administrator in December 2012. He was reappointed as City Clerk in February 2014 and promoted to Deputy City Manager in November 2018.


Stephen received his Bachelor's Degree in Liberal Studies from the University of Missouri at Kansas City in 2003. In 2006, he graduated from the Hauptmann School of Public Affairs at Park University with a Master’s Degree in Public Affairs with an emphasis in Public Management and Disaster Emergency Management. In August 2009, he received the Certified Municipal Clerk (CMC) designation from the International Institute of Municipal Clerks. In August 2015 he received the Master Municipal Clerk (MMC) designation.

 

Assistant City Manager Caitlin Gard
Caitlin Gard joined the staff at the City of Shawnee as the Assistant to the Public Works Director in February 2013. She was subsequently promoted to Assistant Public Works Director in 2015 and Strategic Initiatives Manager in 2017.

Caitlin Gard received her Bachelor's Degree in Political Science and holds a Master's Degree in Public Administration from the University of Missouri system. She is an active member in numerous professional organizations including Caring for Kids and Nieman Elementary Site Council. Caitlin is also a graduate of the Certified Public Manager program through the University of Kansas Public Management Center.
