City Manager

The Interim City Manager, Doug Whitacre, serves as the City's chief executive officer and is responsible for providing professional leadership in the administration and implementation of all City operations and the policies, goals and vision set forth by the Mayor and the City Council. The City Manager's Office consists of Administration, the City Clerk's Office, Communications, Municipal Court, Human Resources, and Legal.

Assistant City Manager Colin Duffy
Colin DuffyColin Duffy joined the City of Shawnee as the Assistant City Manager in December 2022. Before joining the City, he worked as a Senior Management Analyst. Colin earned a Bachelor's Degree in Political Science and Psychology and holds a Master's Degree in Public Administration, all from Wichita State.

Colin enjoys working on special events and other run projects for the City. In his free time, he enjoys cooking, running, and board games. 
Assistant City Manager Chelsee Chism
Chelsee Chism  joined the City of Shawnee as the Assistant City Manager in September 2023. Before joining the City, she brings more than 10 years of experience from the City of Overland Park, Kansas, serving five years in the City Manager’s office.

During her tenure with Johnson County’s largest city, Chism supervised the City’s Facilities and Sustainability Divisions, coordinated State and Federal Legislative Programs, Performance Measurement, and various special projects, and served as the City Manager Office liaison to the Public Works Department.

Chelsee has a Master of Public Administration from Wichita State University with an emphasis in City and County Management and Economic Development. She received her undergrad degree from Kansas State.
