Design and Construction Manual

The City of Shawnee held a public input meeting to review the proposed new 2020 Edition of the Shawnee Design and Construction Manual (SDCM) on August 26, 2021.  You can find a video of that meeting by scrolling down on this page. The City is now taking feedback pertaining to the proposed revisions through September 26, 2021.

Volume 1: General Requirements

Revisions include:

  • Division 1000 General Provisions: This new division has been created to provide general context and definition of terms used throughout the SDCM.  

  • Division 1100 Private Development: This revised division provides more guidance to developers and design professionals working in Shawnee. 

  • Division 1200 Capital Public Improvement Projects: This new division has been created to provide general guidance for Public Improvement Projects and sets expectation for public plan preparation. 

  • Division 1300 Land Disturbance: This new section has been created to provide general guidance for compliance with the Clean Water Act of 1972 and National Pollutant Discharge Elimination System (NPDES) requirements.
  • Division 1400 Right-Of-Way Administration: This new division has been created to provide general guidance for compliance with City expectations for work within the public Right-Of-Way. 
Volume 2: Design Criteria

Revisions include:

  • Division 2100 Land Disturbance

    • Section 2105 Land Disturbance Design: This new section has been created to provide general guidance for compliance with the Clean Water Act of 1972 and National Pollutant Discharge Elimination System (NPDES) requirements. 

  • Division 2200 Streets 

    • Section 2205 Street Design: This revised section includes new provisions for Green Street sections that replace former Rural Ditch Section roadway with provisions for APWA engineered roadside channels.  Sidewalks are changed to 5 feet wide as the new City standard.  New provisions for designers to propose alternative pavement sections are included.  New wider 32 foot driveway widths are allowed for single-family homes with 3-car garages.   

    • Section 2210 Shared Use Path Design:  This new section has been added to incorporate AASHTO guidelines for bicycle facilities. 

  • Division 2300 Storm Drainage 

    • Section 2305 Storm Drainage Design: This revised section adopts additional APWA guidelines.  Contributing tributary areas for stream corridors are reduced to 40 acres. 

    • Section 2310 Lot-To-Lot Drainage Design: This new section provides uniform procedures for designing the lot-to-lot drainage for residential subdivisions. 

  • Section 2505 Street Lighting Design:  This revised section provides minor updates for street lighting design. 

  • Section 2510 Traffic Signal Design:  This revised section provides minor updates for traffic signal design.

All 126 standard details were reviewed as part of the 2020 Edition with deletions, updates and new standards created to reflect revisions made to the design criteria and construction specifications.   
Volume 4: Construction Specifications

Revisions include: 

  • Division 4100 Sitework

  • Section 4105 Erosion and Sediment Control: This revised section replaces “Temporary Erosion and Sediment Control” and provides minor updates to APWA specifications. 

  • Section 4110 Grading and Site Preparation: This revised section replaces “Site Preparation” and provides minor updates to referenced specifications. 

  • Section 4115 Subgrade Stabilization: This new section replaces former Section 4120 “Stabilized Subgrade” and includes minor updates to referenced specifications.  
  • Section 4120 Seeding and Sodding: This new section replaces former Sections 4130 “Seed” and 4135 “Sod”. 

  • Division 4200 Streets 

    • Section 4205 Asphalt Pavement:  This revised section provides updates to referenced standards, updates abrasion requirement s for coarse aggregate, and allows use of recycled asphalt concrete in surface courses,  

    • Section 4210 Concrete Pavement:  This revised section provides minor updates to referenced specifications. 

    • Section 4215 Concrete Pavers:  This revised section provides minor updates to referenced specifications. 

    • Section 4220 Curb:  This revised section provides minor updates to referenced specifications. 

    • Section 4225 Sidewalks and Drive Approaches:  This revised section provides minor updates to referenced specifications 

    • Section 4230 Shared Use Path:  This revised section replaces the former “Recreational Trails” section and provides minor updates to referenced specifications 

  • Division 4300 Storm Drainage 

    • Section 4305 Storm Sewer:  This revised section provides minor updates to reference specifications.  Allowance is made for City Engineer to allow alternative pipe materials on a case-by-case basis.   

    • Section 4310 Storm Structures:  This revised section provides minor updates to referenced specifications. 

    • Section 4315 Precast Reinforced Concrete Box Culverts: This revised section provides minor updates to referenced specifications. 

    • Section 4320 Channel Lining: This revised section provides minor updates to referenced specifications. 

  • Division 4400 Concrete 

    • Section 4405 Cast-In-Place Concrete:  This revised section reduces large placements of concrete to (150) one hundred fifty cubic yards per project.  Placement of welded wire with hooks or by “hooking” specifically not allowed. Minor updates to referenced specifications provided. 

  • Division 4500 Traffic Devices 

    • Section 4505 Street Lighting Construction Specifications: This revised section provides minor updates to referenced specifications and provides updates for LED lighting. 

    • Section 4510 Traffic Signal Construction Specifications: This revised section provides minor updates to referenced specifications, requires battery back-up systems, and makes minor changes to classification of detection systems. 

  • Division 4600 Incidental Construction 

    • Section 4606 Guardrail: This revised section provides minor updates to referenced specifications. 

    • Section 4610 Handrail: This revised section has minor changes made to submittal requirements and handrail installation and assembly sections generalize for all materials. 

    • Section 4615 Tree Well: This revised section provides minor updates to referenced specifications and adds a Modular Concrete Unit section. 

    • Section 4620 Structure Demolition:  This new section provides requirement for demolition for residential or commercial structures identified signed construction plans. 
Volume 5: Approved Materials

  • Division 5310 Stormwater Proprietary Units: This new section includes approved materials for use on public and private improvements. 

  • Division 5505 Streetlighting Materials: This new section replaces former standard 12005 and includes approved materials for use on public and private improvements.
