COMMISSIONER BOGINA: Item C is the Consent Agenda. Items 1 through 7 are listed under the Consent Items Agenda. Unless there is a request to remove an item from the Consent Agenda, the items will be approved in one motion. Is there a request to remove an item from the Consent Agenda? I know that the staff and the applicants have worked very hard to get on the Consent Agenda. But if we can have a very short presentation on Item Number 7, which is the 12,443 square medical office building.

So, if I could have a motion to approve Items 1, 2, 3, 4, 5 and 6 of the Consent Agenda. Commissioner Peterson.

D. NEW BUSINESS

1. Consent Agenda Item No. 7 - SP-05-17-02; SITE PLAN APPROVAL FOR CONSTRUCTION OF A 12,443 SQUARE FOOT MEDICAL OFFICE BUILDING IN THE 6800 BLOCK OF ANDERSON. THE APPLICATION IS FILED BY RIC ENGINEERS FOR HIGHLANDS DEVELOPMENT, PROPERTY OWNER.

COMMISSIONER BOGINA: If the applicant for Number 7 could just give us a very brief presentation on the proposal for the medical office building. Yes, sir. If you could give us your name and address, please.

MR. WILLIAMS: Is that on? My name is Chris Williams with Highlands Development, 5775 Northwest 64th Terrace in Kansas City, Missouri. Just to kind of give you guys an update. Obviously the building itself is for the VA Clinic. It’s a little over 12,000 square feet, single story. And obviously we’ve been working with staff going through specific details on the plans. And obviously the VA is very excited to be, you know, in the City of Shawnee. This has been something we’ve been working on for probably a little over a year and a half now, going through the process. And so I’ll be happy to answer any specific questions you guys may have.

COMMISSIONER BOGINA: And why did the VA choose the City of Shawnee for their proposal?

MR. WILLIAMS: I mean there’s numerous reasons obviously. The process, it’s a public process that they go out and look at numerous sites. I think the specifics on this site, you know, at least to what I’m privy to is location, highway access, visibility and, you know. They also study a lot of the VA population.

COMMISSIONER BOGINA: So, will this – so, that those that don’t attend the Leavenworth facility they can use this instead, or is it a different type of medical --

MR. WILLIAMS: So, obviously I mean you’ve heard in the news obviously, and I’m not – I’m obviously the developer. I don’t work for the VA. They have their own internal processes, but a lot of it is they’re trying to bring veteran services to the communities to the veterans where they’re not having to drive. For example, we own one in Belton and we own one in Warrensburg. And that’s a lot of what they’re doing, so people aren’t having to drive to Leavenworth. I mean my father-in-law is a VA vet and he probably will come to this clinic for general clinic, you know, care.

COMMISSIONER BOGINA: So, is it duplication or is it services that are supplied in Leavenworth and it’s a more convenient place?

MR. WILLIAMS: It’s additional services. Obviously with the continued demand, and this is my understanding. Obviously the VA, you know, could probably answer better. But with the continued demand that the VA is having, they’re trying to take I think a lot of the general clinic services into these privatized closer to the veterans themselves and then provide specialty within Leavenworth.

COMMISSIONER BOGINA: And do you think 12,000 square feet encompasses everything want to do, or do you think there’s an expansion after that?

MR. WILLIAMS: I don’t know at this point.

COMMISSIONER BOGINA: Okay. All right. Thank you.

MR. WILLIAMS: Thank you. Any other questions?

COMMISSIONER BOGINA: Is there any other questions? Commissioner Peterson.

COMMISSIONER PETERSON: I reviewed the plans. I think what you’re doing is lovely. It’s great lines, good landscaping. But I did have one question regarding the parking spaces.

MR. WILLIAMS: Sure.

COMMISSIONER PETERSON: I know that you’re using street parking to come to the required number. But yet when I look at the sidewalk access, if you park on 68th Street, you have to walk all the way up 68th Street, turn onto Anderson to get that little sidewalk through to the frontage. I think it’s on page 77 in our books here. So, you would have to go all the way around here. I know you took special attention to do additional handicap spaces. Just a consideration, what would it cost to run a sidewalk like right there?

MR. CHAFFEE: There’s a –

COMMISSIONER PETERSON: Because since you’re going to –

MR. CHAFFEE: There’s a hill in that area, and so we won’t need handicap accessible parking.

COMMISSIONER PETERSON: That explains it.

MR. WILLIAMS: And I guess to answer further your question, the VA specifically has parking requirements that they require us to meet as well as obviously what your guys’ requirements are.

COMMISSIONER PETERSON: Sure.

MR. WILLIAMS: And the requirement was 50 parking stalls. And that’s similar to Warrensburg, same size.

COMMISSIONER PETERSON: Okay.
MR. WILLIAMS: And they seem – a lot of their is staffed and timing for their appointments, so they’re able to get patients in and out, and so they don’t really have the huge parking demand that’s just, you know, someone is there for two hours.

COMMISSIONER PETERSON: Thank you.

COMMISSIONER BOGINA: Thank you. Does anyone have any other questions for the applicant? Thank you, sir.
